What github issue is this PR for, if any?

Resolves [#7262]

What changed, and why?

  • Updated the stale issue message with friendlier, contributor-oriented wording that encourages contributors to share progress or express interest in picking up an issue.
  • Added exemptions for Help Wanted, Good First Issue, 🗺️ Epic, and Stakeholder-Feature labels to prevent important community issues from being marked stale.
  • Configured exempt-all-issue-assignees: false so assigned issues remain eligible for stale follow-ups.
  • Kept changes strictly limited to .github/workflows/stale.yml, preserving the existing schedule, action version, stale timing, and pull request configuration.

This is another small, independently reviewable contribution toward making CASA's issue management more contributor-friendly while keeping stale automation predictable.

How is this tested? (please write rspec and jest tests!) 💖💪

  • YAML: Ruby Psych YAML parsing passed.
  • yamllint: Workflow linting passed.
  • Action configuration: Verified the configured inputs against actions/stale@v9.
  • Git diff: git diff --check passed with no whitespace errors.
  • RSpec/Jest: Not applicable — this change only updates GitHub Actions workflow configuration.

Screenshots please :)

Not applicable — this is a GitHub Actions workflow configuration change with no user-facing UI.

Keeping the contributor experience a little friendlier, one improvement at a time! 💪
