Add owned pure-Rust AST data structures for RBS types
Add owned AST declarations, members, and directives
Add converters from parser nodes into the owned AST

Test

shadowenv exec -- cargo fmt --all
shadowenv exec -- cargo test

This PR is stacked on rust-constant-pool-typename.
