We don't support Python versions that are end-of-life, and Python 3.10 will be end-of-life next month.

Before going ahead we should make sure the Python wheels action is not broken by this.

This is done because Python 3.10 will be end-of-life next month.
We don't support Python versions that are end-of-life, and Python 3.10
will be end-of-life next month.

Apologies for the review change, but on second thoughts, we need to advertise this in the release notes, might as well do that in this PR directly so we don't forget.
