Reason for This PR

Withdraw v3.1.0 as requested and restore the release metadata to the last retained release, v3.0.0.

Description of Changes

• Reset .release-please-manifest.json to 3.0.0.
• Remove the v3.1.0 entry from CHANGELOG.md.

The distribution cleanup is complete:

• Deleted the GitHub release, remote/local tag, and 15 release-build artifacts.
• Deleted the 3.1.0 and 3.1 image tags and their five manifests from both Docker Hub and GHCR.
• Restored latest and 3 container tags to the verified v3.0.0 digest.
• Confirmed Packagist removed spiral/roadrunner v3.1.0 after the tag-deletion webhook.
• Marked the GitHub v3.0.0 release as latest.

The public Go module proxy already cached v3.1.0 and does not support deleting published versions. That cached version remains available; this version number must not be reused for different contents.

Validation: both changed files exactly match their contents before the v3.1.0 release commit; JSON validation and git diff --check pass. Commit hooks also passed golangci-lint.
