Compiles a pyo3/maturin Rust extension plus the vendored IUPAC InChI C library (native-inchi feature). Upstream publishes no riscv64 wheel.

Mirrors upstream's publish-pypi.yml and the chematic-py pytest step of ci.yml.

Differs from upstream

• One -i interpreter per matrix leg on the riscv64 runner, manylinux: 2_39.
• Licence and notice files copied next to the crate's pyproject.toml; upstream wheels ship none.

Testing

• same as upstream (installed wheel instead of maturin develop; numpy from the RISE index)

License: Wheel bundles the IUPAC InChI library (MIT); upstream ships no licence text in its wheels, so the build adds chematic's and InChI's.

cargo check --target riscv64gc-unknown-linux-gnu -p chematic-py passes locally.
