Compiles a pure-Rust pyo3 extension (no abi3, one wheel per interpreter) with maturin. Upstream publishes no riscv64 wheel.

Mirrors the linux job of upstream's publish.yml.

Differs from upstream

• -i <interpreter> per matrix leg instead of --find-interpreter - one job per interpreter

Testing

• upstream's Python regression tests from the test job of ci.yml, run against the built wheel
