The daemon, CLI, desktop app, checks and packaging move from Apache-2.0 to the PolyForm Noncommercial License 1.0.0: free for individuals and noncommercial organisations, and business use needs a commercial licence (COMMERCIAL.md). The kernel-side code in GPL/ stays GPL-2.0, because Linux will not load a BPF LSM program under any other licence. SPDX headers, Cargo manifests, NOTICE, README, CONTRIBUTING and the CI licence check follow the new licence. CONTRIBUTING now asks contributors to allow distribution under both the PolyForm and the commercial terms.

GPL/stays GPL-2.0, because Linux will not load a BPF LSM program under any other licence.Changed: LICENSE (the official PolyForm text with the required notice), SPDX headers in 182 files, the Cargo manifests, NOTICE, README, CONTRIBUTING (contributors allow distribution under both the PolyForm and the commercial terms), CHANGELOG, and the CI licence-header check. The header check passes locally.
Copies already published under Apache-2.0 stay Apache-2.0 for their holders. The new licence applies from v0.1.0, which has not shipped any packages yet.
