chore: migrate time dropdown config to i18n

We migrated a few text to paraglide's i18n messages. A lot of text were missing from this migration.

1. Updates the script for auditing the code for hardcoded messages. Will only warn for now.
2. Added a migration plan doc for splitting the effort into PRs.
3. Migrated the 1st part of the plan, time range dropdown and related code.

Checklist:

• Covered by tests
• Ran it and it works as intended
• Reviewed the diff before requesting a review
• Checked for unhandled edge cases
• Linked the issues it closes
• Checked if the docs need to be updated. If so, create a separate Linear DOCS issue
• Intend to cherry-pick into the release branch
