VariableNamingwas used only by rector-downgrade-php. It now lives there as a local service (rectorphp/rector-downgrade-php#417), so it can be dropped from core.Depends on rectorphp/rector-downgrade-php#417 - that PR must merge first, as
packages_testschecks out downgrade-phpmainand would otherwise fail on the missing class.
