This rule is too niche, never used in practice and needs project-specific context to configure. It is not part of any set; its last consumer was the rector-phpunit @scenario->@test rename, now replaced by a dedicated rule (rectorphp/rector-phpunit#809).

Following the deprecation pattern: marks the rule @deprecated + DeprecatedInterface, guts the body to throw, removes its tests. The RenameAnnotation / RenameAnnotationByType value objects and RenameAnnotationInterface stay (marked @api) so existing user configs keep parsing.

Write a custom rule for the exact project case instead.
