Part of ant-design/ant-design#59684 (together with #457, which adds Space key support).

Problem

The panel header has role="button" (or role="tab" in accordion mode), but nothing links it to the panel it controls. Assistive technologies cannot announce or navigate to the controlled region (WCAG 2.2 SC 4.1.2 Name, Role, Value).

Solution

Panel: the header gets aria-controls, which points to the panel content id, generated with React.useId() (the peer dependency is already react >= 18).
aria-controls is only set while the panel is expanded. A collapsed panel is not mounted (unless forceRender), and the reference would point to a missing element.
PanelContent: forwards the id prop to the panel element.

No API change. The only DOM changes are aria-controls on expanded headers and id on the panel content. The snapshot was updated for that.

Space key support was removed from this PR to avoid duplicating #457.

Tests

should link the header to its panel with aria-controls
should not set aria-controls on a collapsed header

npm test (100 passed), npm run lint and npm run tsc pass.

Could we reuse the existing compatible useId hook from @rc-component/util instead of calling React.useId() directly? This would also avoid a runtime error for consumers still running React 16/17.

Good point, thanks! Switched to useId from @rc-component/util in a51e11d, so the header and panel ids also work on React 16/17.
