ci: bump Playwright to 1.63 - #214

GitHub is migrating the ubuntu-latest runner label to Ubuntu 26.04 between Oct 19 and Nov 19, 2026. Playwright releases before 1.61 do not recognize Ubuntu 26.04, so `playwright install --with-deps chromium` in the e2e job fails with "Playwright does not support chromium on ubuntu26.04".

mage buildAll, started Grafana 12.4.0 and Quickwit edge withdocker compose, and rannpm run e2e: 3/3 passed.buildand all sevene2ematrix jobs pass on this PR on Ubuntu 24.04, and also passed on Ubuntu 26.04 via a temporary commit, since dropped.
