fix: move typescript to devDependencies

将 typescript 从 dependencies 移至 devDependencies，避免使用者安装 SDK 时将 TypeScript 作为生产依赖打包。

验证：npm run check-type、npm pack --dry-run、git diff --check。

No reportable defects were found. The change only reclassifies typescript as a development dependency; repository searches found no runtime usage, and CI/publish workflows continue to install development dependencies.
