A potential precursor to #1442, simply copying the specifications from the relevant PEPs and replacing PEP references with internal links. Specs are otherwise unchanged (eg dist-info-metadata field is not renamed in the original spec; this could be a future PR, or changed here if requested).
The spec history is also converted to a list to be consistent with other specs.
