Hold off on merging this - it's a major version bump, not a routine minor update.

What has happened

Babel 8 has changed its implicit defaults (primarily configured for ES5) towards latest ESM standards. This means class/let/const are no longer being down-leveled to function/var and its interacting badly with webpack's scope hoisting once the modules are concatenated.

How does this get fixed (The fun part)

Move from an implicit browserslist config to and explicit one.
Add a semver-major ignore rule to babel, matching patternfly to avoid this type of PR again for Babel.
