Merged Count an Unthreaded Entry by Its Title Anchor in pr_review.py #2641 into develop. unthreaded_entries in scripts/pr_review.py now reads each open entry by its title anchor, matching carried_open_threads. The FINDINGS WITH NO THREAD wording now says "title link" in four places: the digest, the usage text, scripts/README.md, and pr-review-conduct, with the generated skill trees regenerated. Two tests were added, and the first fails against the base.
