This PR standardizes the repository's naming convention by renaming directories and files to PascalCase. It also significantly improves the documentation by updating all README files to reflect the new structure, fixing typos, and enhancing the root README with a better layout and functional Table of Contents links. All scripts have been verified for successful execution.

PR created automatically by Jules for task 10719110638797401871 started by @ppant

- Renamed directories `deque/` to `Deque/` and `Error-debug/` to `ErrorHandling/` for PascalCase consistency.
- Renamed all snake_case Python scripts in `Arrays/` and other directories to PascalCase.
- Fixed typo in `Stacks/BalanceParenthesesCheckImple.py`.
- Updated all subdirectory `README.md` files to reflect new file/directory names and ensure consistent formatting.
- Overhauled root `README.md` with improved structure, emoji-based navigation, and fixed Table of Contents anchor links.
- Verified that all 49 non-interactive scripts execute successfully.
