This PR standardizes the repository by renaming directories and files to follow the PascalCase convention, aligning with the majority of existing files. It also provides a comprehensive update to the documentation, including the addition of time and space complexity analysis (using LaTeX notation) in all subdirectory README.md files. Typos in filenames were corrected, and the root README.md was modernized with a clear structure and functional Table of Contents links that support GitHub emoji slugging.

PR created automatically by Jules for task 96811818721921705 started by @ppant

- Rename `deque/` to `Deque/` and `Error-debug/` to `ErrorHandling/`.
- Rename snake_case scripts in `Arrays/` to PascalCase.
- Correct typo `BalanceParenthlessCheckImple.py` to `BalanceParenthesesCheckImple.py`.
- Update root `README.md` with modern structure, accurate links, and complexity summaries.
- Add time complexity analysis to all subdirectory `README.md` files.
- Verify all relative links and script execution.
