This PR provides a comprehensive update to the repository's documentation and structure. It renames directories ('ErrorHandling', 'Deque') and several files to follow a consistent PascalCase convention. The root README.md has been transformed into a professional index with a clear table of contents, usage instructions, and algorithmic complexity analysis using LaTeX. Every sub-directory now contains its own README.md following a consistent format, detailing the scripts and their time complexities. Functional integrity was verified by executing all 50 Python scripts.

PR created automatically by Jules for task 12109480050534147033 started by @ppant

- Renamed 'Error-debug' to 'ErrorHandling' and 'deque' to 'Deque'.
- Renamed snake_case Python files in 'Arrays/' and 'Trees/' to PascalCase.
- Updated root README.md with professional structure, emojis, and complexity analysis.
- Updated all sub-directory README.md files with consistent '## Contents' and complexity details.
- Verified all relative links and functional integrity of all 50 scripts.
