FYI: I'm working on this. #25 merged the workflows for it, and I'm still trying to work with our security guy to get OIDC set up so those workflows can actually publish to Docker Hub.
Totally fine for you to publish your own images in the meantime.
I made the images {x86-64,aarch64} for pg{17,18} with debug (slow, with symbols) builds of Lead. Postgres taken straight from core postgres Docker images based on Debian trixie. No extra Postgres extensions or packages, but of course you could add those in a higher Docker layer if you want. If that's not quite what you had in mind, let me know.
$ docker run -d --rm --name lead -e POSTGRES_PASSWORD=foo -p 5433:5432 planetscale/lead:latest
$ psql postgresql://postgres:foo@localhost:5433
postgres=# \dx

It would be great to have a docker image with Postgres + TIN available in PlanetScale's docker registry: https://hub.docker.com/u/planetscale
