fix(cursor): show enterprise accounts in usage limits - #28495
Cursor Enterprise accounts (token-based contracts) disappear from Usage → Limits. For them DashboardService/GetCurrentPeriodUsage answers 200 with no planUsage. cursorUsageResponseToLimits mapped that to a bare unsupported, and the shared collectors drop a bare unsupported everywhere, so the signed-in account showed no card, no notice and no link.
Reproduced on main at 8b74a69 with the real web app. The dev server ran with a synthetic CURSOR_AUTH_TOKEN, and CURSOR_API_ENDPOINT pointed at a local stub returning the reporter's response body ({"billingCycleStart":"…","billingCycleEnd":"…","displayThreshold":100}). Cursor was signed in through Settings → Providers. Usage → Limits showed only "No provider on the selected environments reports subscription limits." Control: the same stub returning planUsage percentages shows the Cursor bars.
Change
When Cursor answers successfully but reports no plan percentages, cursorUsageResponseToLimits still returns unsupported, but now with a short message and externalUsage pointing at https://cursor.com/dashboard?tab=usage. This is the same shape managed ChatGPT logins already use. The existing external-usage row then shows the account on web and mobile, with the message and a "Manage usage" link. The chat /usage-limits panel and the thread-details tooltip pick up the same message, and the panel gains the link. No client, contract or settings changes. The other unsupported paths (explicit API key, memory store, Keychain, no token) and probeFailed are unchanged.
vp test run packages/provider-cursor/src/server/usageLimits.test.ts: the new test "links to the Cursor dashboard when a successful response has no plan usage" runs the real readCursorUsageLimits against a stub HTTP client with the enterprise-shaped body. On main it fails (1 failed, 9 passed): externalUsage and unavailable.message are missing. With the fix, 10/10 pass. packages/shared/src/usageLimits.test.ts also passes (70 tests across both files). vp run check:changed passes.
Real-app before/after captures. Each side ran from its own checkout on a fresh database with the same synthetic stub in enterprise mode, with Cursor added through Settings. Web: Chromium 156, DPR 2, no device emulation, app clock frozen. Captures are 1280×800 for a 1440×900 CSS viewport and 780×1688 for 390×844. Android: Pixel 9 emulator, Android 16, 1080×2424, font scale 1.0. Diff0 marks every changed pixel at zero threshold and DiffT uses -fuzz 2%. Each diff cell shows Diff0 on the left and DiffT on the right.
The chat panel's Cursor notice text changes from "This account has no subscription limits." to the new message, and the panel grows to hold the link.
The thread-details tooltip shows the new message and shifts left to fit it.
On Android, the status-bar minute and signal icon differ because the OS clock is not frozen. A retake with a frozen status bar, and the native chat /usage-limits panel, follow in a later edit.
Nothing else changed.
Synthetic Cursor usage stub used for the reproduction and captures
Run it as python3 stub.py 18977 <mode-file>. Start the server with T3CODE_DEV_SEED=0 CURSOR_AUTH_TOKEN=<any> CURSOR_API_ENDPOINT=http://127.0.0.1:18977 vp run dev, then add Cursor in Settings → Providers.
Not checked: a real Cursor Enterprise account (the response shape comes from the report), the destination page of the dashboard link for an Enterprise member, and the iOS client (it shares the same row with Android).

A successful Cursor usage response without planUsage (enterprise accounts)
maps to a bare unsupported state, so Usage shows no Cursor card, notice, or
link. This test reproduces #28477 and fails on main.

Cursor Enterprise (token-based) accounts answer GetCurrentPeriodUsage
without planUsage. That mapped to a bare "unsupported" result, which the
Usage → Limits views drop, so the signed-in account disappeared.
A successful response without plan percentages now carries a short
message and an externalUsage link to the Cursor usage dashboard, so the
existing external-usage row shows the account on web and mobile.

Macroscope's review found this PR approvable — Cursor accounts without reported plan percentages now receive an explanatory message and a dashboard link. Existing usage reporting and credential handling remain unchanged; the link opens only on user action.

When Cursor returns a successful usage response without plan usage, the limits result now includes an unsupported message and a link to the Cursor usage dashboard. A test covers this response.
When Cursor returns no usage windows, the result includes an account-specific message and a link labeled “Cursor usage.” The test checks the unsupported result, message, empty windows, and dashboard URL.
pingdotgg/t3code#28485: This PR changes the same fallback behavior in cursorUsageResponseToLimits and adds related tests.

Explanation
The change meets issue #28477. For a successful Cursor response with no plan-usage windows, cursorUsageResponseToLimits now returns unsupported with the message "Cursor does not report plan limits for this account." and externalUsage set to https://cursor.com/dashboard?tab=usage. The added test covers the enterprise-shaped response and verifies the message and link. Existing shared UI consumers can therefore render the account notice and external-usage row.
Full details: Out of Scope Changes check
Explanation
The changes stay within issue #28477. The production change adds the Cursor usage-dashboard URL and enriches only the successful no-plan-usage result. The added test covers that behavior. No client, contract, settings, or unrelated provider behavior changes appear in the reviewed diff.

Extend does not invent unused allowance for absent buckets to assert the message and link for a response without planUsage. The converter is the lowest layer that fails on main, so the HTTP fixture is not needed for this change.
As per coding guidelines, “Test at one layer: the lowest one that fails on main.” As per path instructions, “Hold changed tests to the rules in docs/internals/testing.md.”

Move the no-planUsage message and link assertions out of the HTTP-level case in
usageLimits tests and into the existing converter test, “does not invent unused
allowance for absent buckets.” Remove the redundant HTTP fixture case and keep
the coverage at the converter layer.

Closing as a duplicate of #28485, the reporter's PR for the same fix, opened before this one. It makes the same change to cursorUsageResponseToLimits (unsupported, with a message and a link to Cursor's usage dashboard) and was checked against a real Enterprise account. The before/after captures above (web Usage → Limits, the chat /usage-limits panel, the thread-details tooltip, Android Limits) apply to that change too.
