feat(codex): choose a Daybreak cyber access program per model - #27509
Codex reports which cyber access programs (OpenAI Daybreak Blue/Red) an account may use with each model (model/list → availableAccessPrograms.cyber), and turn/start accepts an experimental cyberAccessProgram to request one. T3 Code neither shows nor sends it, so an account approved for Daybreak cannot use it from T3 Code. Every Codex turn gets Codex's automatic treatment. T3's model manifest already lists the gpt-daybreak-* models, but the access program on regular models has no control.
Change
Option:CodexProvider.ts adds a Cyber Access select (Automatic default, plus the advertised programs) when Codex lists a non-standard program for a model. Models without programs, and accounts without Daybreak, see no change. Custom model slugs don't borrow this option from a built-in model.
Wire:turn/start carries cyberAccessProgram only when Daybreak Blue or Red is selected; Automatic omits it, which is Codex's documented "preserve automatic behavior". The generated struct lacks this experimental field. Encoding drops unknown keys, so there is now one turn/start schema: effect-codex-app-server/client.ts exports it with the field, and the adapter builds params with the same schema. The adapter test therefore covers what is actually sent.
Agent paths: only the user chooses a program. An agent may keep the program it already runs with on the same provider instance and model, but not pick another one, through any of:
delegate_task and create_threads
t3_thread_launch
t3_thread_configure (may keep the target thread's program)
t3_project_update and t3_project_create default models
A program never crosses machines. A task delegated to another environment refuses an explicit program and drops an inherited one, so it runs with Automatic there. These are guardrails for well-behaved agents; Codex's own authorization remains the real boundary.
Model control label:client-runtime/modelTraits.ts leaves out the Automatic default and names a chosen or reported program. Mobile shows that label in its composer chip. On web, since fix(web): model picker stays put with long names and agent options #28409 the composer chip shows only the model, reasoning, speed and context window, so the program appears on the picker's Cyber Access row and in the chip's accessible label.
Docs: two sentences in docs/user/composer.md on when the option appears and that OpenAI still decides access.
Everything else gets the option through the existing model-option descriptors: the web/desktop and mobile pickers, delegate_tasktarget.options, and scheduled tasks (which replay the stored selection). Other providers don't advertise cyber programs, so nothing changes for them. Codex title generation is unchanged on purpose.
Scope and approval
I'm submitting this under the "focused configuration option for an established capability" route, without a prior discussion.
Existing capability: Codex model options that T3 already builds from Codex's own model/list, such as Reasoning and Service Tier, and sends on turn/start.
What the option controls: one documented turn/start parameter, limited to the programs Codex advertises for that account and model. The agent checks exist only to keep that choice with the user.
Why it stays in scope: the request default is unchanged. Automatic sends no cyberAccessProgram field, so this does not replace omission with standard, the change maintainers ruled needs approval in feat(codex): add account-gated Daybreak selection #13285. The option only appears for eligible accounts, and authorization stays with OpenAI. No new workflow and no new contract types.
If maintainers would rather discuss it first, I'm happy to move it to an Ideas discussion.
Verification
Environment: macOS, codex-cli 0.166.0, a ChatGPT account approved for Daybreak Blue (not Red).
Through T3, end to end: on the current head, with main merged at 47f2c8d2, I ran a local dev server with an isolated, seeded home. In a new thread I selected GPT-6-Luna and Daybreak Blue from its Cyber Access row, then sent one message. T3's provider log recorded the outgoing turn/start with "model":"gpt-6-luna" and "cyberAccessProgram":"daybreakBlue", and the turn completed without an error. That log frame is written after the client's schema encoding.
What Codex advertises: a direct codex app-servermodel/list probe returned cyber: ["standard", "daybreakBlue"] for gpt-6-sol, gpt-6-luna and the gpt-5.6 family, and ["standard"] for gpt-6.1-sol, gpt-6-astra and gpt-6.1-terra.
Program the account doesn't have: a direct Codex app-server turn on gpt-6-sol with daybreakRed. turn/start is accepted, then the turn ends with an error notification carrying 400 invalid_access_program ("The selected model requires a different Daybreak access program…"). Codex doesn't silently fall back. I haven't exercised this case through T3.
Focused tests, each confirmed to fail without its fix and pass with it:
CodexAdapterV2.test.ts: the field is present after the shared wire schema, and only for Blue/Red. The test fails if client.ts drops the field.
effect-codex-app-server/client.test.ts: turn/start encoding keeps Blue and Red.
OrchestratorMcpService.test.ts: resolveCyberAccessProgram, including a non-parent program hidden behind a default entry and a program carried to another model.
RemoteDelegation.test.ts: an explicit program is refused locally; an inherited program is dropped while other options carry over.
core.test.ts: t3_thread_configure keeps a program on the same model and refuses it on another.
client-runtime/modelTraits.test.ts: model control label, including a reported program.
vp run check:changed on the merged head: format, lint, knip, typecheck and the React compiler pass. Its local test step has environment failures on this Mac that also fail on a clean main (for example sandbox paths, the Playwright shell and Electron's binary), so the full suite is left to CI. It ran green on a000dcd2; on later heads the workflow runs are waiting for a maintainer's approval.
Screenshots use the model picker on current main, where agent options open from a row. Each capture starts from a new thread, picks the model and its default reasoning, so before and after differ only by this change. The eligible "after" capture has the Cyber Access row open.
Before (main at 47f2c8d2)
After (this branch, merged with that main)
GPT-6-Luna (Codex lists Daybreak Blue)
GPT-6.1-Sol (Codex lists only standard)
After, with Daybreak Blue chosen; the row shows the program and the submenu marks it:
Not checked:
The mobile client in a simulator. It uses the same client-runtime trait logic and descriptors.
Daybreak Red with an approved account.
An unentitled program through T3. The direct Codex turn above showed the error.

Codex model discovery advertises per-model cyber access programs and
turn/start accepts an experimental cyberAccessProgram, but T3 Code never
exposed or sent it. Add a Cyber Access model option when Codex advertises
a Daybreak program, and send the selection on turn/start. Automatic keeps
today's behavior by omitting the field.

Address security review: delegate_task and thread creation can no longer
pick a cyber access program other than the parent thread's, custom models
do not borrow the Cyber Access option, the adapter forwards only Daybreak
programs, choices carry descriptions, and the composer chip hides the
Automatic default.

Confirmed and fixed in 2c12997. effect-codex-app-server/client.ts now exports its turn/start schema with cyberAccessProgram, and the adapter builds params with that same schema, so there is one definition. CodexAdapterV2.test.ts now fails if the field is dropped from the client schema (checked by removing it).
End to end, one real turn through a local dev server (GPT-6-Luna, Daybreak Blue) logged an outgoing turn/start with "model":"gpt-6-luna" and "cyberAccessProgram":"daybreakBlue", and the turn completed. That frame is logged after the client's schema encoding.

Walkthrough
Codex models can expose advertised Cyber Access programs as per-turn options. The adapter forwards valid non-standard selections. MCP handlers validate selections against the parent selection, while remote delegation rejects target-specific selections and omits inherited Cyber Access options.
Codex capabilities expose advertised non-standard programs as options. Custom models do not inherit the Cyber Access descriptor. The trait display omits the default value, and the composer documentation describes option visibility and eligibility.
Forward selected programs to turn start packages/effect-codex-app-server/src/client.ts, packages/effect-codex-app-server/src/client.test.ts, apps/server/src/orchestration-v2/Adapters/CodexAdapterV2.ts, apps/server/src/orchestration-v2/Adapters/CodexAdapterV2.test.ts
The turn-start schema includes the optional cyberAccessProgram field. The adapter forwards valid non-standard selections and omits default, standard, and invalid values.
MCP handlers allow an omitted option, default, or a program matching the parent selection. Other selections fail with invalid_request in the covered orchestration, thread, and project request paths.
Remote delegation rejects target-specific non-default Cyber Access selections and omits the option from inherited model selections. Other inherited options, such as reasoningEffort, remain.

The Codex client encoded turn/start with its own schema, which dropped
cyberAccessProgram before it reached Codex. The adapter now decodes with
the client's exported schema, so its test covers what is sent.
Remote delegation, t3_thread_launch and t3_thread_configure now apply the
same cyber access check as local delegation. The composer chip also reads
the reported selection before hiding the Automatic label, and the docs
describe what the option's presence means.

a task delegated to another environment never carries the parent's program,
which belongs to this machine's account. The refusal now says where the
user chooses a program.

Reject duplicate cyberAccessProgram entries before storing the selection.
An agent can configure [default, daybreakBlue]. The guard reads only the first entry, so the request passes. The thread mutation stores the complete array.
A local delegation with an unrelated option then merges the inherited options with Map.set. The later daybreakBlue entry replaces default. The child turn can therefore send daybreakBlue to Codex despite the parent restriction.

Add a turn/start client encoding test for cyberAccessProgram.
The client encodes turn/start with V2TurnStartParamsWithCollaborationMode, which includes cyberAccessProgram. The current tests check only the adapter's params builder. Add a client-level case that asserts the encoded request keeps a Daybreak Blue or Daybreak Red selection and omits the key for Automatic. This protects the wire field if the shared schema is changed later.

An agent could store [default, daybreakBlue] through t3_thread_configure;
the guard read only the first entry, and a later option merge kept the
second. The guard now refuses any entry other than the parent's program.
A client-level test covers that turn/start encoding keeps the field.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Duplicate cyberAccessProgram entries (delegatedTaskModes.ts): confirmed. t3_thread_configure and t3_thread_launch could store [default, daybreakBlue], because the guard read only the first entry, and a later option merge kept the last one. The guard now checks every entry and refuses any program other than the parent's. I chose this over rejecting duplicate ids: it refuses a non-parent program at any position, so it also covers merges that keep the last entry, while a repeat of the parent's own program stays harmless. delegate_task already rejected duplicate ids. The new case in OrchestratorMcpService.test.ts fails against the previous guard.
Client-level encoding test (client.ts): added to client.test.ts. Daybreak Blue and Daybreak Red survive turn/start encoding, and the key is absent for Automatic. The test fails if the field is removed from the schema.

Validate explicit model selections during replay.
When replaying is true, the handler skips resolveCyberAccessProgram, although input.modelSelection takes precedence over launchedModel. A retry can therefore supply a cyberAccessProgram that differs from the parent.
ThreadLaunchService.launch still dispatches a new initial message when the original launch had no message. That dispatch carries the explicit selection into the new run. This bypasses the contract that only the parent or user may select a cyber access program.

A retried t3_thread_launch skipped the cyber access check, yet its model
selection still reaches a new run when the retry adds the first message.
The check now runs whenever a launch names a model selection.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Replayed launches (project/handlers.ts): CodeRabbit found a real gap. A retry with the same clientRequestId skipped the check, but input.modelSelection takes precedence over the original launch's model. When the first launch had no message, ThreadLaunchService.launch (ThreadLaunchService.ts:944-970) dispatches the retry's message with that selection, which starts a new run. The check now runs whenever a launch names a model selection, retries included. Retries without modelSelection are unaffected and keep the launched model. The retry case was added to the existing replay test in project/handlers.test.ts, and it fails against the previous handler.

Validate the cyber program against the selected model before turn/start.
ModelSelection accepts arbitrary non-empty option IDs and string values. A thread whose inherited selection uses daybreakBlue can be configured with another model while retaining that option. resolveCyberAccessProgram allows it because the requested value matches the parent; it does not check the target model's availableAccessPrograms.cyber.
buildCodexTurnStartParams then sends the enum-valid program for the new model. If that model advertises only standard, the request violates the model-list contract and may fail with invalid_access_program. Add this validation at the normal Codex selection/turn-start boundary. Replay and remote-delegation checks only enforce inheritance rules.

Codex grants programs per account and model, so a program kept through
t3_thread_configure, a launch, a delegation or a project default could be
sent to a model that does not offer it. A program now carries over only on
the same provider instance and model; any other request is refused.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Program kept across a model change (CodexAdapterV2.ts): confirmed. A thread on Daybreak Blue could be configured to a model that advertises only standard while keeping the program. The guard allowed this because the value matched the parent, so turn/start would send a program the new model doesn't offer.
Rule now:resolveCyberAccessProgram counts the parent's program only for the same provider instance and model, which is where Codex granted it. A request that names a program for a different model is refused outright, even when it equals the parent's program. This covers every agent write path: t3_thread_configure, t3_thread_launch, delegate_task/create_threads and project defaults. A model-switch case was added to the existing resolveCyberAccessProgram test, and core.test.ts checks that t3_thread_configure keeps a Daybreak Blue thread's program on its model but refuses it on another. Both fail without the same-model rule.
Why at the store and not at turn/start: the adapter has no model catalog at turn start, and a per-turn catalog lookup could itself be stale, so a turn-start check would move the problem rather than remove it. The stored selection is where an agent can write a program, and every agent write path now checks it. delegate_task and create_threads also validate the value against the target model's descriptors. On the user path, the composer rebuilds options from the new model's descriptors and falls back to Automatic when the stored value isn't one of that model's programs.
Remaining case: a program revoked after the user chose it fails the turn with Codex's invalid_access_program, the same as a withdrawn service tier, and the composer drops it on the next dispatch.

Problem
Codex reports which cyber access programs (OpenAI Daybreak Blue/Red) an account may use with each model (
model/list→availableAccessPrograms.cyber), andturn/startaccepts an experimentalcyberAccessProgramto request one. T3 Code neither shows nor sends it, so an account approved for Daybreak cannot use it from T3 Code. Every Codex turn gets Codex's automatic treatment. T3's model manifest already lists thegpt-daybreak-*models, but the access program on regular models has no control.Change
Option:
CodexProvider.tsadds a Cyber Access select (Automaticdefault, plus the advertised programs) when Codex lists a non-standard program for a model. Models without programs, and accounts without Daybreak, see no change. Custom model slugs don't borrow this option from a built-in model.Wire:
turn/startcarriescyberAccessProgramonly when Daybreak Blue or Red is selected;Automaticomits it, which is Codex's documented "preserve automatic behavior". The generated struct lacks this experimental field. Encoding drops unknown keys, so there is now oneturn/startschema:effect-codex-app-server/client.tsexports it with the field, and the adapter builds params with the same schema. The adapter test therefore covers what is actually sent.Agent paths: only the user chooses a program. An agent may keep the program it already runs with on the same provider instance and model, but not pick another one, through any of:
delegate_taskandcreate_threadst3_thread_launcht3_thread_configure(may keep the target thread's program)t3_project_updateandt3_project_createdefault modelsA program never crosses machines. A task delegated to another environment refuses an explicit program and drops an inherited one, so it runs with Automatic there. These are guardrails for well-behaved agents; Codex's own authorization remains the real boundary.
Model control label:
client-runtime/modelTraits.tsleaves out theAutomaticdefault and names a chosen or reported program. Mobile shows that label in its composer chip. On web, since fix(web): model picker stays put with long names and agent options #28409 the composer chip shows only the model, reasoning, speed and context window, so the program appears on the picker's Cyber Access row and in the chip's accessible label.Docs: two sentences in
docs/user/composer.mdon when the option appears and that OpenAI still decides access.Everything else gets the option through the existing model-option descriptors: the web/desktop and mobile pickers,
delegate_tasktarget.options, and scheduled tasks (which replay the stored selection). Other providers don't advertise cyber programs, so nothing changes for them. Codex title generation is unchanged on purpose.Scope and approval
I'm submitting this under the "focused configuration option for an established capability" route, without a prior discussion.
model/list, such as Reasoning and Service Tier, and sends onturn/start.turn/startparameter, limited to the programs Codex advertises for that account and model. The agent checks exist only to keep that choice with the user.Automaticsends nocyberAccessProgramfield, so this does not replace omission withstandard, the change maintainers ruled needs approval in feat(codex): add account-gated Daybreak selection #13285. The option only appears for eligible accounts, and authorization stays with OpenAI. No new workflow and no new contract types. If maintainers would rather discuss it first, I'm happy to move it to an Ideas discussion.
Verification
Environment: macOS, codex-cli 0.166.0, a ChatGPT account approved for Daybreak Blue (not Red).
mainmerged at47f2c8d2, I ran a local dev server with an isolated, seeded home. In a new thread I selected GPT-6-Luna and Daybreak Blue from its Cyber Access row, then sent one message. T3's provider log recorded the outgoingturn/startwith"model":"gpt-6-luna"and"cyberAccessProgram":"daybreakBlue", and the turn completed without an error. That log frame is written after the client's schema encoding.codex app-servermodel/listprobe returnedcyber: ["standard", "daybreakBlue"]forgpt-6-sol,gpt-6-lunaand the gpt-5.6 family, and["standard"]forgpt-6.1-sol,gpt-6-astraandgpt-6.1-terra.gpt-6-solwithdaybreakRed.turn/startis accepted, then the turn ends with anerrornotification carrying400 invalid_access_program("The selected model requires a different Daybreak access program…"). Codex doesn't silently fall back. I haven't exercised this case through T3.CodexProvider.test.ts: descriptor mapping, standard-only models, custom models.CodexAdapterV2.test.ts: the field is present after the shared wire schema, and only for Blue/Red. The test fails ifclient.tsdrops the field.effect-codex-app-server/client.test.ts:turn/startencoding keeps Blue and Red.OrchestratorMcpService.test.ts:resolveCyberAccessProgram, including a non-parent program hidden behind adefaultentry and a program carried to another model.RemoteDelegation.test.ts: an explicit program is refused locally; an inherited program is dropped while other options carry over.project/handlers.test.ts:t3_thread_launch,t3_project_update.core.test.ts:t3_thread_configurekeeps a program on the same model and refuses it on another.client-runtime/modelTraits.test.ts: model control label, including a reported program.vp run check:changedon the merged head: format, lint, knip, typecheck and the React compiler pass. Its local test step has environment failures on this Mac that also fail on a cleanmain(for example sandbox paths, the Playwright shell and Electron's binary), so the full suite is left to CI. It ran green ona000dcd2; on later heads the workflow runs are waiting for a maintainer's approval.Screenshots use the model picker on current
main, where agent options open from a row. Each capture starts from a new thread, picks the model and its default reasoning, so before and after differ only by this change. The eligible "after" capture has the Cyber Access row open.mainat47f2c8d2)main)standard)After, with Daybreak Blue chosen; the row shows the program and the submenu marks it:
