Translation of php/doc-en#5797 (commit 5c52e84): the character index change shipped in 8.3.2 and also affects mb_strstr(); SJIS-mac wording aligned, and the Unicode table versions (16.0 in 8.4.0, 17.0 in 8.5.0) added to the book. EN-Revision updated.
