These two functions were added in PHP 8.4 and documented in php#5352, but their entries were missing from versions.xml, so the PHP version availability bar was not displayed on php.net.

Follow-up to #5352: the two functions were documented but their entries in
reference/openssl/versions.xmlwere missing, so the PHP version availability bar was not rendered on php.net.
