Context
This PR improves PR hygiene and CI automation for the repository.
The goal is to reduce manual work during reviews by automatically categorizing changes and keeping branches in sync with the base branch.
Description
Introduced soft auto-labeling to automatically tag pull requests based on changed files.
Also added auto-update PR branch support to keep feature branches up to date with the base branch without manual rebases.
No functional or production behavior is affected.
