Implement PF.org navigation updates #4398

After user research is complete via patternfly/pf-roadmap#242 and a new navigation tree is proposed via patternfly/patternfly-design#1392, use this issue to implement navigation updates for PatternFly.org.

This includes moving around existing docs to fit into the new structure, renaming any nav labels as planned, plus adding in additional nav elements (divider + group headers).

Notes:

This issue was reformatted April 2025 to better align with the creation of the parent initiative and to focus more specifically on the final implementation portion of this project.

cc @dlabaj may coincide with the docs framework work
