Add Bilby-compatible noise evidence output

Summary

• add a Bilby-compatible fixed-PSD network noise-evidence calculation
• add ILE options to write a versioned JSON sidecar and optionally exit before waveform generation and Monte Carlo integration
• preserve the exact ILE data conditioning, PSD corrections, frequency bounds, and inverse-spectrum truncation
• include focused tests for the network sum, sign convention, propagated inner-product settings, and detector validation

Convention

The reported value is log Z_N = -1/2 sum_k (d_k | d_k), matching Bilby GravitationalWaveTransient.noise_log_likelihood. The Gaussian determinant term is intentionally omitted, as in Bilby.

Validation

• focused unittest: 2 tests passed
• Python syntax compilation passed
• end-to-end noise-only run on the repository frame/PSD fixture passed
• fixture result: d_inner_d = 16.00481175509474 and log_noise_evidence = -8.00240587754737
• git diff --check passed
