   Resolved. Root cause: #173's github_organization_role used manage_organization_runners, which GitHub's API rejected with 422. #175/#177 added a one-time diagnostic dispatch that queried GET /orgs/osac-project/organization-fine-grained-permissions live and found the real identifier: write_organization_runners_and_runner_groups. #178 fixed the permission string and removed the diagnostic (its job was done). Confirmed live: apply run 31149979279 succeeded, and a follow-up run (31150268387) shows zero drift on github_organization_role.runner_manager/github_organization_role_team.runner_manager_wg_infra.
