Publish BitPlan as an external agent provider

Summary

• package the canonical BitPlan skill for Claude Code, Codex, and Grok
• expose standard skill version metadata and keep the public discovery copy byte-identical
• document the honest wallet contract: existing BRC-100 wallets work; the current 1sat serve wallet endpoint is not yet a compatible fallback
• add regression coverage tying every plugin manifest version to the canonical skill and discovery digest

Validation

• web formatter/check
• focused agent discovery tests (6 passing)
• official skill validation
• full typecheck, test suite (472 passing), and production build completed before final metadata-only validation

Release order

This provider PR must merge before the prompts and marketplace PRs that advertise /plugin install bitplan@b-open-io.
