Cherry pick of #99835 (commit 89874e3) for OCP 4.12 extended support, aligning the supported VMware vSphere and VMware Cloud Foundation versions with 4.16+ per OSDOCS-21423.
Note for review: the 4.12 installation requirements module contained an IMPORTANT admonition stating that vSphere 7.0 and 7.0 Update 1 were deprecated but still fully supported. Because this change removes 7.x support, that sentence was removed to align with 4.16+; the virtual hardware version 15 requirement is retained.
