WIP [release-4.21] SPLAT-2866: Added multi vCenter Day 2 Support

Changes

• Changed operator to load cloud config from openshift-config-managed
• Added logic to add new VAP for validating infrastructure (FD) removals against current CPMS and machines
• Created E2Es for new vSphere VAP

Notes:
This PR is backporting the following PRs in relation to the vSphere multi vCenter day 2 support feature:

• SPLAT-2745: Changed vSphere cloud config to be read from openshift-config-managed #1495
• SPLAT-2790: Added new VAP for vSphere infra validation against current cpms and machines #1510
• SPLAT-2813: Create VAP E2Es #1517
• SPLAT-2854: Fixing issue related to unintended VAP interactions #1518
• SPLAT-2858: Fixing test issue where error result was for other resource type #1522
• OCPBUGS-99903: Fixing test issue where error result was for other resource type #1524
• SPLAT-2826: Compare against oldObject in vSphere failure-domain VAPs #1536

Since release 4.21 did not have the original feature gate, this PR require changes to go.mod to pick up the new feature gate.

Pipeline controller notification
This repo is configured to use the pipeline controller. Second-stage tests will be triggered either automatically or after lgtm label is added, depending on the repository configuration. The pipeline controller will automatically detect which contexts are required and will utilize /test Prow commands to trigger the second stage.

For optional jobs, comment /test ? to see a list of all defined jobs. To trigger manually all jobs from second stage use /pipeline required command.

This repository is configured in: LGTM mode
