test(api): simply HTTP request retry conditions

Description

Simply HTTP request retry conditions. The retry flow is now simplified as following:

1. Send request
2. Break loop if retry conditions are not met:
    - too-early
    - conflict and Given step
    - share-manager-migrating
3. If retry conditions are met, retry request with 1 second wait
