Adds forge-guardrails by @antoinezambelli to the Open GAP registry.

What it is: A 1.8k-star MIT-licensed Python reliability layer for self-hosted LLM tool-calling. Forge applies rescue parsing, retry loops, response validation, and synthetic-tool injection to make 8B local models behave reliably in agentic workflows — with zero changes to the client. Ships as a drop-in OpenAI/Anthropic proxy, a WorkflowRunner API, or composable middleware. Backed by a 26-scenario eval suite and a published IEEE paper.

GAP files: A PR adding agent.yaml + SOUL.md to the target repo is open at antoinezambelli/forge#87. The files are already reachable on the gitagent-protocol branch of the fork at https://github.com/shreyas-lyzr/forge/tree/gitagent-protocol while the upstream PR is under review.
