Description
Update and pin all GitHub Actions used on CI.
Update runner image used from Ubuntu 22.04 which is deprecated to ubuntu-latest to match other workflows.
Motivation and Context
Want to clear some CI warnings. Want to keep these updated.
How Has This Been Tested?
CI will test these changes.
