What steps will reproduce the bug?
Attempt to install https://nodejs.org/dist/v20.12.2/node-v20.12.2-arm64.msi (on top of an existing x64 install, see Additional Notes below)
Unclear what DLL is missing.
How often does it reproduce? Is there a required condition?
Every time.
What is the expected behavior? Why is that the expected behavior?
Node installs.
What do you see instead?
Error dialog.

Context:
The default node install that edge selected was the x64 version, which works.
But then the vscode svelte integration was crashing because @rollup/rollup-win32-arm64-msvc couldn't be found, and npm correctly reports EBADPLATFORM for me because I have the x64 node currently installed.
