fix: pass the client address to Netlify Server in local dev - #8762
HTTP requests forwarded to a Netlify Server entry in netlify dev didn't carry the client's address, so context.ip was always empty (WebSocket upgrades were unaffected). This sets X-Forwarded-For to the connection's remote address before handing the request to the server handler, the same way the CLI does for the other requests it proxies, and the integration test now asserts that the server receives it.
Server requests now include the client’s connection address in the forwarded IP header when available. This allows server-side integrations to access the originating client address; requests without an available address receive an empty value.
The proxy now sets the x-forwarded-for header from the request socket’s remote address before calling the server handler. It uses an empty string if the address is unavailable. The integration test fixture returns the x-nf-client-connection-ip header as clientIP, or null if absent. The enabled-server test checks that clientIP is a loopback address.
Remove the redundant comments before merging to comply with the repository’s coding standards.

The comments describe the header behavior and downstream context.ip assignment. The code already expresses this through x-forwarded-for; remove the comments.
