Add one read-only GitHub Actions Jekyll build on Ruby 4.0. Refresh the GitHub Pages bundle to 232 and explicitly declare bigdecimal, csv, and logger for modern Ruby. Build output goes to runner temporary storage; this does not change site deployment.
