Use the new GET stock archon endpoints and other small improvements to the region selection modals:

• Use v1 stock endpoints which only need one request for all regions, and return random ping URLs so the frontend doesn't have to hardcode nodes for pinging
• Make region cards have consistent height
• Begin pinging when the page loads
• Keep pinging when the region modal is opened
• Auto-select and re-order region cards by latency
