fix: improve release notification sensitivity during freeze cycles - #48

Adds logic to distinguish release-blocking failures based on freeze status, sending alerts only during active staging freezes. It introduces configurable alert behavior outside freeze periods to prevent alert fatigue. Enhances ArgoCD PR environment deploy action with configurable timeout and provides detailed diagnostics on failures.
