docs: judge resources on requirements and quality, not stars alone

Replaces the 100-star-only rule with a requirements and quality model.

• Requirements: free and open, works with Codex CLI, maintained, one-line entry style.
• Quality: distinct, real use (100+ stars or outside evidence), active, accurate description.
• Below 100 stars: listed only if the requirements pass and at least two quality points are clearly met, with the reason in the issue.
• The bot labels submissions under 100 stars for manual review and no longer reads commit age.

Tests: node --test tests/test-submission.cjs, 5 passing.
