Adds Python mock API coverage for the Azure Core child-client API-version override scenario introduced by Azure/typespec-azure#5176.

  • Spector dependencies

    • Updates Azure HTTP specs, Azure Core, and TCGC prereleases required to compile the scenario.

  • Mock API coverage

    • Adds synchronous and asynchronous tests for the generated ApiVersionOverrideClient.
    • Verifies the child client call satisfies the Spector expectation for the overridden API version.
