Criteria without a visible parent or child currently widen the management DAG without adding any edges. After gate filtering, show them in a linked Independent criteria list and lay out only connected criteria. This also handles a filter result containing only independent criteria. Add unit cases and a Storybook example.
Validation: portal Vitest (9 passed), TypeScript lint, Storybook production build, git diff --check.
