Closes #1272.
Generate Reportevaluated report-template triggers, so a finished run could legitimately queue zero reports. The action now says "Generate matching reports" and shows an informational explanation when no active template matches; positive responses use correctly pluralized success text. The underlying trigger behavior is unchanged.Validation: 33 Storybook interaction tests and Portal TypeScript check passed. The toast story and app-design documentation were updated.
