The Fluent theme ignores styleOptions.hideSendBox.

Description

The Fluent theme renders its own send box through sendBoxMiddleware and never read hideSendBox, so the send box, its toolbar, and suggested actions stayed visible. Fluent's primary send box now renders nothing when hideSendBox is true, the same as the default theme.

• api/src/StyleOptions.ts: JSDoc for hideSendBox
• fluentTheme/hideSendBox.html (+ .copilot.html): snapshot 1, the message without send box or suggested actions, in Fluent and Copilot variants
