Description

AGENTS.md tells agents to use <> instead of <Fragment>, but .eslintrc.react.yml enforces react/jsx-fragments: element, which rejects <>, and the .tsx files use <Fragment>. Agents following the guide fail lint or add eslint-disable comments (this happened on #5900). This aligns the guide's example with the lint rule.

Design

• Alternatively, switch the rule to syntax and migrate the 35 <Fragment> usages; happy to do that instead if <> is the preferred direction.
