Archived to prevent this obsolete baseline-targeted lane from being used as a convergence base. Its parent semantic-schema PR #111 is superseded/closed. Preserve the implementation and discussion as provenance; if receiver-first startup is needed later, restack/cherry-pick it onto the then-current main after the IEDScout discovery/SCL convergence is physically accepted.
