Add agent-feedback setup

Adds the agent-feedback/ directory (README plus bugs/cleanup/dx/perf/unclear category files) for recording actionable-but-out-of-scope findings, and references it from a new AGENTS.md (with a CLAUDE.md symlink). This matches the setup already in place in the marko repo and other sibling repos.
