Fix admin mutation feedback and Team layout

Summary

• settle successful waitlist access mutations so the UI unlocks and refreshes without a manual reload
• show success and error toasts for access approvals/revocations and admin add/revoke actions
• update Team rows optimistically while reconciling with the server in the background
• refine the Team description, header divider, wrapping, and stable action-toolbar spacing

Verification

• pnpm test — 395 passed, 49 skipped
• pnpm typecheck
• pnpm lint
• pnpm build

Deployment note

This PR adds no database migration. The Team feature still requires the existing early-access/admin schema to be present in the target environment.
