Add admin team management and MCP access modals

Summary

• add a dedicated Team section after History in the admin workspace
• let admins add an active verified Console user by email and revoke another administrator
• keep team members out of waitlist states and prevent self-revocation
• redesign approve and revoke MCP access confirmations with distinct imagery and simplified copy
• add a development-only admin preview and exclude local build artifacts from Vercel uploads

• pnpm test — 394 passed, 49 skipped
• pnpm test:console — 138 passed
• pnpm build
• Vercel production build and protected-route smoke tests
• admin-preview returns 404 in production

Follow-ups

• consolidate login-capable preview environment variables so ordinary feature-branch previews can authenticate without the QA environment workaround
• consider recording administrator membership changes in History and serializing reciprocal revoke operations as defense-in-depth
