Closes the source of secret-scanning alert #3 by removing the obsolete 0009-to-0010 preview migration runner and its URL guard tests. The baseline-aware migration runner superseded this one-off tool. The still-relevant SQL immutability and owner-binding assertions remain covered.\n\nVerification:\n- pnpm test (389 passed, 49 skipped)\n- pnpm lint\n- pnpm typecheck\n- pnpm build\n- git diff --check\n\nNote: the repository-wide formatting check already reports a pre-existing backlog across 61 files; unrelated files were left untouched.
